Navy corps and Officers Tasks

Regia Marina Military corps

  • General Staff Corps
  • Naval Engineers Corps
  • Naval Weapons Corps
  • Naval Health Care Corps
  • Naval Military Commissariat Corps
  • Harbour-master offices Corps
  • C.R.E.M. - Maritime Crews Royal Corps

The above corps had the following tasks, according to a Navy Ministry document, 1939:

1st - General Staff officers:

  1. To fill the chair of Navy Commander in Chief and Navy Vice-Commander in Chief
  2. To fill the chairs defined by Navy Ministry system
  3. To commission, to drive, to command, to uncommission State ships, and to take over the responsibility and custody of them in military ports and in arsenals
  4. To command naval forces, everywhere
  5. To command naval departments and commands; to command naval defenses, depots, and C.R.E.M. detachments; to command and to manage arsenals and similar structures; To command and to be headmasters of institutes and schools of the Regia Marina
  6. To direct on board, and in case on land, artilleries services and underwater weapons and to provide, on board, of their maintenance and munitions along with Naval Weapons Corps officers, and to manage the relative material
  7. To direct on board, and in case on land, electrical services, with the sole exception of the one used for propulsion; to direct on board communications services, above all those about radio
  8. To direct aviation services used by Regia Marina, and to manage the relative material
  9. To direct hydrographic and astronomic services; to direct signalling and every maritime navigation service, and to manage the relative material
  10. To direct and to make studies to prepare the naval forces to war
  11. To survey tasks commissioned to private enterprises and to survey trials
  12. To fill the chair of Admirals Committee and to take part in it; to fill the chair of Navy Superior Council and to take part in it; to fill the chair of Superior Coordination Committee for Technical Projects and to take part in it;
  13. To take part in Ship Projects Committee and in Naval Weapons Projects Committee
  14. To take part in the Permanent Commission for War Materials Experiments
  15. To make general ispections and those on the good functioning of services under self responsibility
  16. To fill the chairs of General Aide-de-Camp and His Majesty the King and Emperor Aide-de-Camp and Princes Aide-de-Camp
  17. To fill the charges of Naval Attached overseas
  18. To fill the chairs of the review committees

2nd - Naval Engineers officers:

  1. To project State ships, basing projects on the programs decide by the competent Office
  2. To build, to upgrade and to repair State ships, machines and tools; to build, to upgrade and to repair Royal ships' propulsion electrical plants.
  3. To fill the charges as stated by the Navy Ministry system
  4. To be boarded on ships to make duties relative to the service, to direct and to operate engines and generators of auxiliary machines, comprised propulsion electrical plants
  5. To direct and to manage the works of Regia Marina arsenals and shipyards, in regard of the service of naval constructions and of the machines
  6. To supervise the works of competence of the corps, which are made by private enterprises for Regia Marina
  7. To be part of the Superior Navy Council
  8. To fill the chair of Ship Projects Committee and to take part in it
  9. To take part in Naval Weapons Projects Committee
  10. To take part in the Permanent Commission for War Materials Experiments
  11. To direct power plants in Royal arsenals and shipyards
  12. To purchase, to manage and to distribute solid and liquid fuels and lubricants
  13. To provide any other technical service for naval constructions needed by the Regia Marina
  14. To fill the chairs of the review committees

3rd - Naval Weapons officers:

  1. To study the new built ships weaponry and to manage its purchase; to study and project new weapons, weapon materials, optical service materials, electrical and radio materials apart those for ships propulsion
  2. To fill the charges as stated by the Navy Ministry system
  3. To be boarded on ships to make duties relative to the service
  4. To build, to upgrade, to modify and to repair the materials stated at point 1
  5. To direct and to manage the works of Regia Marina arsenals and shipyards, in regard to the materials stated at point 1, and for the electric material of competence of the corps and of radio-technical material
  6. To supervise the works of competence of the corps, which are made by private enterprises for Regia Marina
  7. To be part of the Superior Navy Council
  8. To be part of Superior Committee for Technical Projects
  9. To fill the chair of Naval Weapons Projects Committee and to take part in it
  10. To take part in Ship Projects Committee
  11. To fill the chair of Permanent Commission for War Materials Experiments and to take part in it
  12. To provide any other technical service, in regard to the services stated at point 1
  13. To provide the Motor Service of Regia Marina and to manage the material
  14. To fill the chairs of the review committees

4th - Naval Health Care officers:

Doctors
  1. To provide Regia Marina Medical and Surgery services, either on board and on land
  2. To fill the charges as stated by the Navy Ministry system
  3. To direct and to manage Regia Marina hospitals and their materials, either on board and on land
  4. To execute disciplinary examinations and legal examinations
  5. To put at Emigration Commissariat's disposal the medical personnel as stated by the current system in order to provide health care services to emigrants, either on land and on steamboats used for emigrations
  6. To make health inspections in Regia Marina hospitals and to provide any other health care service for the Navy
  7. To be part of the Superior Navy Council
Pharmaceutical chemists
  1. To provide Regia Marina Pharmaceutical services

5th - Naval Military Commissariat officers:

  1. To manage Regia Marina supply services, to manage clothing services, barrack services, mess services and to manage woven and cloth of every kind
  2. To fill the charges as stated by the Navy Ministry system
  3. To manage the funds of the Royal ships and of the Departments on land, to supervise the managing of funds of maritime Commands and to provide their accounts
  4. To be boarded on Royal ships and to be destined to the Commands, institutes, arsenals and shipyards of the Regia Marina for the functioning of logistical and account services
  5. To fill the charges of Chief of Secretary's Office Service in Military Organizations on land
  6. To help General Staff officers during general inspections
  7. To make administrative and account inspection of the services of the corps, to regulate these services and any other service in which are involved corps officers
  8. To be part of the Superior Navy Council
  9. To provide to any other service of logistical and administrative kind about supplies and food, or in which the special cognitions of the Commissariat corps are required

6th - Harbour-master offices officers:

  1. To fill the charges established by Merchant Navy system in Central Administration
  2. To direct the services of the departments of Merchant Navy, to command ports and to regulate any activity made in them
  3. To act as control and law enforcement officers in shipyards and naval factories, to enforce industry and construction laws and to direct the Naval Property Institute
  4. To verify suitability and supplies of merchant ships, in relation to their service, to manage anchorage taxes and port rights
  5. To direct rescues, to assist shipwrecked persons; to fill the chair in Inquiry Commissions on merchant navy shipwrecks, to promote generous actions made on the sea
  6. To provide enlistment, promoting and legal tutelage of sailors
  7. To practise disciplinary power and civil and criminal Jurisdiction, as stated by the law
  8. To manage the maritime public land
  9. To practise technical control on fishing; to fill the chair in Fish Departmens Commissions and to provide fishermen tutelage
  10. To fill the chair of Navy Call Up Councils and to take part in them, to provide to the operations to form the Call Up Contingent; to recruit and enlist the men; to keep the service record of men, to provide the operations to form the fleet mobilization
  11. To take part in maritime and coastal defence, in Fleet auxiliary and logistic services, to enforce international maritime laws and to act as military police
  12. To be part of the Superior Merchant Navy Council
  13. To provide to any other service similar to those above

7th - C.R.E.M. officers (naval services, technical services, radiotelegraph services, engine services, account services, musical bands directors):

  1. To help with operative tasks the other Navy Corps officers, on board and on land, filling the duties established by Navy Ministry system

Note: remember Italy, during the war, was a kingdom and only after that it became a Republic. Its King was also called Emperor because Italy had colonies in Africa.
I used Regia Marina as a synonymous of Royal Navy; I tried to translate the document literally, to mantain the "style and feel" of the original one.
